GRC business architecture with the AI layer built in: capabilities, value streams, data model, 42 agent specs, 66 use cases and 45 controls.

Business Architecture for Governance, Risk and Compliance: AI Transformation Blueprint gives business and enterprise architects the full design for bringing AI into the oversight functions. It keeps the capability model of 227 L3 capabilities with an AI profile for each L2, and adds 12 value streams shown today and AI-native, a business data model of 115 entities, 42 agent specification starters with guardrails, 66 use cases, 45 controls and responsible AI principles, an operating model and a three-wave roadmap. The import files load it into the Capstera platform, and MCP access lets your assistants and agents look up one capability, agent or control at a time.

What the Business Architecture for Governance, Risk and Compliance Is

The blueprint is the GRC capability model with the design layers an AI program needs. It contains the full AI-Ready Edition: 10 L1, 48 L2 and 227 L3 capabilities, 197 KPIs, an AI profile for every L2, ratings for every L3, prioritization, the heatmap and the readiness assessment, and every added layer is linked to those IDs.

Twelve governance, risk and compliance value streams, with 60 stages, describe how oversight work runs from trigger to outcome, each stage shown today and AI-native with its human checkpoint, alongside 17 standard value streams. The business data model has 16 subject areas, 115 entities, 838 attributes and 377 relationships, with sensitivity and data-quality requirements, covering the information oversight agents would read and draft against. The 42 agent specification starters set tool permissions, guardrails and escalation paths.

Governing the AI itself takes the remaining layers: 66 use cases written as structured business cases, 45 controls and responsible AI principles tied to the risk tiers, and an operating model with governance bodies, a RACI, an agent lifecycle, role impacts and new roles. A three-wave roadmap, a leadership presentation template and an implementation guide complete it. None of it names a law or a jurisdiction; your compliance team maps it to the requirements that apply to you.

The Problem It Solves

Oversight functions are being offered AI for exactly the work they do most: reading new requirements, mapping them to controls, gathering evidence, drafting findings and reports. The capability model shows where that fits. What it cannot settle alone is how the work will run once agents take part, what each agent may draft or send, who signs off, and how the use of AI is itself controlled in the functions whose job is control.

Those answers have to be consistent, because a risk or audit conclusion is only as good as the record of how it was reached. The blueprint gives every agent the same specification format and escalation discipline, ties controls to risk tiers, and names the human checkpoint at every value stream stage. In the sample, an assistant drafts obligations from a new requirement with the source passage for each, a named lead approves every inventory change, and the meaning of a requirement stays with Legal Counsel.

Use Cases

Redesigning oversight value streams. Walk the value streams behind your top-ranked capabilities with the teams that run them, stage by stage from today to AI-native, and agree where an assistant prepares evidence and where a person concludes.

Specifying agents for risk, compliance and audit. Use the agent specification starters as the required format for any agent in these functions. Reviewers see what each agent may read, draft and send, and when it must hand the decision to a person.

Building the GRC AI use case portfolio. Select from the 66 use cases, written as structured business cases, and compare them on the same fields across risk, compliance, audit and legal, so the portfolio is not decided by which team asked first.

Governing AI inside the oversight functions. Apply the controls and responsible AI principles by risk tier to every AI use in these functions, so the teams that test others' controls can show their own.

Designing the integrated GRC operating model. Use the governance bodies, RACI, agent lifecycle and role impacts to set who owns each agent and how analyst, tester and reviewer roles change.

Making the case to the board. Adapt the leadership presentation template and the three-wave roadmap to show the board and its committees what each wave changes and which decisions stay with named people.

Who Uses It

Chief Risk Officer and Chief Compliance Officer. Own the roadmap for their functions and use the operating model to set accountability for each agent.

Head of internal audit. Reviews the controls and agent specifications as the basis for assuring how AI is used in oversight work, and plans audit's own AI uses from them.

General Counsel and legal operations. Confirm the human checkpoints where interpretation is required and adopt the agent specifications for legal services work.

Enterprise and business architects. Keep capabilities, value streams, data entities, agents, use cases and controls linked by ID and use the model as the reference for solution designs.

GRC transformation and program leads. Run delivery against the three waves and track what each wave changes in the value streams and KPIs.

Build It, Hire It, or Start Here

Designing AI into oversight functions involves several teams with different reporting lines, and every layer of the design has to be agreed by all of them.

  • Building it from a blank slate. Each layer, from value streams to the data model, agent templates, use case formats, controls and operating model, needs workshops and review cycles across risk, compliance, audit, legal and privacy. Keeping the layers consistent as each is revised is a job of its own.
  • Hiring consultants to build it. Consultants can coordinate the functions and draft in parallel, but they still elicit the generic structure first, and the cross-references between layers last only as long as someone maintains them.
  • Starting from this model. Every layer arrives drafted and linked, with the links between capabilities, value stream stages, data entities, agents, use cases and controls validated before release. The functions begin by deciding what to change.

Advisors and internal experts belong on the parts that depend on you: mapping the capabilities and controls to the requirements you face, setting risk tiers to your appetite, and deciding how authority is divided between the oversight functions.

How to Get Started

  1. Read the Welcome document and the implementation guide, and rank the capabilities with your own weights.
  2. Review the AI-native stages and human checkpoints of the relevant value streams with each oversight function.
  3. Select the use cases and agent specification starters for those stages and adapt them to your systems and evidence sources.
  4. Adopt the controls by risk tier and set up the governance bodies and RACI from the operating model.
  5. Adapt the three-wave roadmap and the leadership presentation template for the board.

Read the Public Sample

The sample follows one thread through the package, compliance obligations management, and is 0.78% of the content. From the Compliance Obligations Management (GR-3.1) AI profile:

  • Work patterns: Knowledge retrieval, Analysis & insight, Judgment-based decision
  • Target AI mode: Augment
  • Human oversight: Human-in-the-loop
  • AI fit / Value / Feasibility / Data readiness: 4 / 4 / 3 / 2 (1–5)
  • Risk tier: Moderate
  • Roadmap wave: Wave 1
  • AI opportunity: Read a newly identified requirement and draft its obligations in business language, each with the passage it comes from, for the Regulatory Change Lead to add to the inventory
  • What stays human: The Regulatory Change Lead approves each obligations inventory change (an obligation added, changed or retired, with where it applies) on the Obligation Mapping Assistant's draft, after hearing the Legal Reviewer and the Compliance Manager; what a requirement means in law is Legal Counsel's

Frequently Asked Questions

What is the difference between the two editions?

The AI-Ready Capability Model covers the capability map, an AI profile for every L2 capability, prioritization, the heatmap and the readiness assessment. The AI Transformation Blueprint adds value streams redesigned for AI, the business data model, agent specifications, use cases, responsible AI principles and controls, the operating model and the roadmap, a leadership presentation template, and bonus files on roles, operating model archetypes and transformation.

Can I upgrade from the Capability Model to the Blueprint later?

Yes. The full price you paid for the Capability Model counts toward the Blueprint if you upgrade within 90 days. Email support@capstera.com with your order number for a one-time checkout code.

What happens after 180 days?

Your license to use the files does not end. Corrections are free for as long as you use the files. New versions released within 180 days of purchase are free, and MCP access runs for the same 180 days. There is no renewal after that: you can buy a new version at 25% off its price. Orders placed before October 27, 2026 keep the 12 months they were sold with.

Can I load the content into our own AI tools?

Yes, within the license. The Enterprise license allows internal tools, including your own assistants and agents. Neither license allows training, fine-tuning or prompting AI systems for third parties.

Does the package cover AI laws and regulations?

No, by design. It is business architecture: capabilities, value streams, data and the AI layer describe what the governance, risk and compliance function does and how AI fits, and they hold whichever laws apply where you operate. The risk tiers, principles and controls are durable practices your compliance team maps to your own jurisdictions.

Why not just ask ChatGPT or another AI assistant?

An AI assistant can suggest how compliance or audit might use agents, and as orientation that is reasonable. It will not give you agents with permissions and escalation paths, controls tied to risk tiers, or a link from each agent to the data it reads and the capability it serves, and its suggestions change from one prompt to the next. Oversight work has to show how its conclusions were reached, and so does the AI inside it. This blueprint gives you stable IDs across capabilities, value streams, data entities, agents, use cases and controls, cross-references checked before release, rated AI profiles, risk tiers, 45 controls and a scoring model you weight yourself.
