The Information Technology Infrastructure Library (ITIL) is a framework of practices for IT service management (ITSM) that describes how organizations should design, transition, operate, and continually improve the services IT delivers to the business. It covers activities such as incident management, problem management, change enablement, service request management, and continual improvement, organized around the idea that IT exists to enable business outcomes, not to run infrastructure for its own sake. ITIL is guidance, not software or certification in itself — organizations adopt and adapt its practices, then often use ITSM tooling to operationalize them. It is important to distinguish ITIL from adjacent frameworks. Since the 2019 release of ITIL 4, the framework shifted from a rigid, process-centric model to a more flexible "service value system" built around guiding principles, a service value chain, and 34 discrete practices. ITIL originated in the 1980s when the UK government's Central Computer and Telecommunications Agency (CCTA) sought to standardize inconsistent IT service practices across government agencies. It evolved through ITIL v2 and v3, becoming the de facto global standard for IT service management, before being restructured as ITIL 4 in 2019 to reflect agile, lean, and digital operating realities. The framework is now owned and administered by PeopleCert (formerly under AXELOS), which certifies practitioners and maintains the guidance.
