A stakeholder map is a structured visual that identifies who has an interest in a business initiative or capability, and shows how much influence and impact each of them has.

In business architecture, a stakeholder map is a formal artifact that catalogs the individuals, roles, groups, or external parties with a vested interest in a specific business capability, value stream, initiative, or transformation program. Unlike a simple contact list or RACI matrix, a stakeholder map plots stakeholders against dimensions such as influence, interest, impact, and sentiment, typically using a grid or quadrant view so architects and program leaders can see at a glance where alignment exists and where friction is likely. Stakeholder maps operate at multiple altitudes. At the enterprise level, they may identify the executive sponsors and governance bodies who own strategic direction. At the capability or value stream level, they narrow to the specific roles who consume, deliver, or govern that capability — for example, the underwriting capability owner, the claims operations lead, and the compliance function that sets guardrails around it. This layering is what separates a mature stakeholder map from a generic org chart: it is scoped to a defined piece of the business architecture, not the entire company. Critically, a stakeholder map is not static documentation. It is a living reference that architects update as an initiative progresses, sentiment shifts, or organizational changes occur. It also is not a substitute for a RACI or a communication plan — those are downstream artifacts that a good stakeholder map informs, by clarifying who needs to be consulted, who needs to be managed closely, and who simply needs to be kept informed.

Stakeholder mapping originates in general management and project management disciplines, most notably through Mendelow's power-interest grid developed in the 1990s for strategic management analysis. Business architecture practice, as codified in the Business Architecture Guild's BIZBOK, adapted this concept and tied it explicitly to capability and value stream models, giving stakeholder analysis a formal place within the broader architecture toolkit rather than treating it as a purely project-management activity. TOGAF likewise recognizes stakeholder management as a foundational discipline underpinning architecture governance and change.
Why It Matters
Business architects use stakeholder maps to prevent the single most common cause of failed transformation efforts: building a target-state model or capability roadmap that the people who actually own the business don't support. CIOs and program sponsors care because unmapped or underestimated stakeholders are the leading source of late-stage rework, budget overruns, and stalled governance approvals. For architects, the stakeholder map is also the practical bridge between architecture artifacts and organizational politics — it turns abstract influence into something you can plan around, sequence communications for, and use to design a realistic change approach. Getting it wrong means presenting a capability model to the wrong room, or worse, never getting it in front of the right one.
